a taxicab around jackson and bu can son. the driver of the taxicab got out, confronted the suspect, there was some type of confrontation and then somehow the suspect entered the taxi and drove away with it. now, sfpd was able to find the driver. what we're hearing is the suspect rammed the taxi into a patrol car. we're also hearing that shots were later fired but the suspect was able to escape until he go the here in the fort mason area. -- until he got here in the fort mason area. back out here live at fort mason, officers are still around the area, surrounding the taxicab. you can see there's extensive damage to the back of the taxicab. that's probably the part of the car where the suspect allegedly rammed into a police car. but again, the suspect taken into custody. it's unclear whether there are injuries as a result of the vandalism, chase and officer- involved shooting.

there's active scenes at the other locations we talked about. we understand there is a p.i.o. from san francisco police expected to be here. as soon as we find out more information on this incident we'll pass it along on "mornings on 2." we're live in san francisco, brian flores, ktvu channel 2 news. 7:03. well, last night a terrifying and deadly scene at richmond, right in front of b.a.r.t. passengers. gunman shot and killed a b.a.r.t. passenger. ktvu's tara moriarty is at the richmond b.a.r.t. station. you've been out there since 4:30 this morning and investigators are still looking for a motive in this attack. >> reporter: police are gonna be poring over surveillance camera foot am. you can see one located -- footage. you can one located. when gunfire erupted, there were two bullets that sliced through windows on the side of this building. they actually -- one of them popped out on the other side. right here, you can see the very large hole where all of the glass is shattered. it ricocheted off this red

column right here. police who were here say it was utterly chaotic with everybody scattering after they heard the shots. officers armed with flashlights combed the area last night just after 6:00. a source tells us the victim was an african-american man in his early 30s from richmond who was shot and killed by two african-american men. >> if i had gotten on the elevator any sooner than when i did, i would have been in the crossfire. >> i cried when i seen it. i have never seen a dead body before. >> reporter: sources say the suspect followed the victim from a train. a police say the -- police say the pair ran off. we called b.a.r.t. police this morning. the suspects have not been caught yet. we have no motive. richmond police are working on this case. they are collaborating and

we'll be checking in with them as well. so for, no word on the suspect or the identification on this victim. live from richmond, i'm tara moriarty, ktvu channel 2 news. >> thank you, tara. bay area police are wondering if they are now being targeted by thieves. the san francisco "chronicle" reports police are on high alert after someone stole a semi-automatic rifle from an up marked san francisco police car last month. burglars have also recently hit the homes of officers in richmond and brentwood. one officer says criminals may be looking for guns and realized police are likely to have them in their homes. 7:05. later this month, muni will be cutting back service. a dozen muni lines will be reduced during the commute hours between march 25th and march 29th. muni 'anticipating fewer -- muni is anticipating fewer riders because of spring break. muni hopes to save about $45,000 by reducing the number

of bus trips. new this morning, all lanes on 580, back open again after this early-morning rig big fire in livermore. the truck driver told us he noticed smoke coming from the back of his trailer right near airway boulevard. he pulled over to the side of the road here, managed to separate the cab from his trailer before the fire spread. when firefighters got there, they used foam to put out the flames. three lanes were shut down briefly but, again, everything is back open again. >> that's good news. let's check in with sal. friday light? >> in some areas it is. as a matter of fact you will see traffic is improving from some of the earlier commutes. let's take a look at the east shore freeway. that's moderately avenue. no major problems. the morning commute looks pretty good at the toll plaza. there's a little bit of a delay but this is much better than it normally is. sometimes we have 25 to 30- minute delays. this morning it's less than half of that. maybe a five-minute delay. maybe more than that.

but that's all at the toll plaza. if you are driving in marin county, southbound 101, there is a rush crash. it's lighter than usual but traffic is slower approaching lucky drive. let's go to rosemary. pleasant day for you in store. we're gonna shave off a few temperatures. a little bit of a cooldown. isn't that a beautiful shot looking over the oakland estuary? high clouds drifting over and make for a beautiful sunrise. we're waking up with a little bit of patchy fog as well and low clouds hugging the coastline, just inside the bay. these are high clouds spread over santa rosa as well as napa. we did clear out pretty good in the overnight hours. we can pretty good slowing. but these clouds over the north bay helping to offset your cooling. employee early on, about -- napa, early on, at 4:30 sank down to 40. and now we're up to 45. those you clouds helping out a

little bit. 8:00, still inside the bay. high clouds in the forecast later today. afternoon highs slightly cooler today. right knew, our temperatures -- right now, our temperatures are slightly cooler. 47 in concord, 45 in napa. 43 in santa rosa. widespread 40s around the bay. oakland also waking up right around 47, 48. as you get outdoors, the fog is not widespread. that's great news as you get on the morning drive. afternoon highs for today although we'll see a cooling trend, still above average. low 70s, berkeley, oakland, 67 for san francisco, some of the warmer spots inland east bay, 77 for antioch, down in the slay valley. 72 for you -- santa clara valley. 72 for you, san jose. with your weekend in view, if you are gonna be out celebrating st. patrick's day it will be a cool start but not

americans, including chris stevens. there are reports now a suspect has just been detained in libya. while his alleged role is unclear in the attack, the fbi has interviewed him in a libyan prison. meanwhile, we're also learning about three american security agents injured in the 9/11 attack. one suffered smoke inhalation while another remains in serious condition at walter reed center. the u.s. says an iranian fighter jet chased an american drone over the persian gulf. the incident happened on tuesday. the pentagon says the iranian jet backed away when the american flight of a plane escort, the un-- escorting the unmanned drone issued a warning. the drone was on a routine mission. a united nations mission is looking into the drone program. pakistan said they did not consent to any strikes.

pakistan estimates that at least 400 civilians have been killed in such strikes but the u.s. says pakistan consented to the strikes and the death counts are actually lower. president obama is leaving the white house to take his energy policy on the road. ktvu's kyla campbell is live in our washington, d.c. bureau to tell us how this could benefit the bay area. >> reporter: dave, the president wants to give funding to states that produce clean energy. we know the bay area has been innovative when it comes to this. if this passes it could mean more jobs. president obama says since etook office, the u.s. has doubled from wind and solar sources and the u.s. reliance on gas and oil from other countries is at a 20-year low. he says more needs to be done and he's calling on congress. this plan includes investing

$23 billion over the -- $2 billion over the next decks aid in energy and research to make it happen. president obama says there's enough natural gas in the u.s. to provide 100 years worth of resources. he says it needs to be tapped in a safe way. president obama is expected to get opposition from republicans when he details this plan this afternoon at a plant in illinois. why some believe it's just one way to tax energy producers, when i see you next. live in washington, kyla campbell, ktvu channel 2 news. 7:15. president obama is coming back here to the bay area next month. the white house says the president will travel to northern california on april 3rd and 4th for fund-raisers for democratic congressional candidates. events are scheduled in san francisco and silicon valley. the president will campaign to try to get fellow democrats to gain control in the house in the 2014 mid-term election. there's a new report that reveals that state furloughs designed to save california

money won't save as much as we first thought. the furloughs were intended to save between $5 billion between 2009 and july of year. many state employees are taking less vacation days because of those mandated furloughs. budget advisoriers for the legislature calculate will still save more money in the long run. however, the state will pay $1 billion more than they originally planned to those workers retiring or quitting for vacation time that was never used. 7:16. the budget battle continues today in washington, d.c. with new optimism that the president will be able to reach a deal with republicans. republicans are telling the president that he needs to tone down his political attacks and get democrats to support controversial changes in medicare if he wants a compromise. democrats have pushed a budget that calls for roughly $1 trillion in new tax revenue over a decade. it's expected to head to the

senate next week. a bill in the senate could drastically limit the number of family visas. it's part of an immigration deal that a bipartisan group of senators is working on. the bill would make it harder for relatives of american citizens to come here and make it easier for more high-skilled foreign workers to do so. right now, about 65% of legal immigrants are allowed in the u.s. for family reasons. 7:17. rising tensions between lake county supervisors and sheriff frank ravero may boil over next week. two supervisors are calling on fellow board members to issue a formal vote of no confidence at the mooting on -- meeting on tuesday. the board may ask for the sheriff's resignation. the two supervisors are citing the county's district attorney's finding that the sheriff died during a 2008 shooting investigation. we're also getting new details about a santa cruz

biker whose body was found last call. eric dean garcia was -- last fall. eric dean garcia was found and now the authorities want the public's help getting new leads. he was a member of the mongols motorcycle club and may have been a member of another gang the day he disappeared. if you have any information about who he was with when he was last seen, contact the sheriff's office. a woman accused of kicking a sodler -- kicking a toddler at a san francisco playground will return to court next week. that's after a bizarre outburst in the courtroom yesterday. >> this is so [bleep]. this is so ridiculous! >> sabryna bell was supposed to be arraigned on felony assault charges. as her face was being called, she could be held from her holding cell.

prosecutors say she kicked a girl and the little girl hit her head on the ground but was not serious. a startling new earthquake forecast lays out how huge an earthquake would be from the state of oregon. this details what would happen if a 9.0 quake and tsunami struck our neighbor to the north. more than 10,000 people would die, buildings and bridges could collapse and the devastation would extend to northern california. lawmakers are using the forecast to prepare for the big one and experts say oregon is actually overdue for this kind of quake. 7:19. well, today the international space station has a bigger crew on board than they planned. one american astronaut and two russian cosmonauts were supposed to leave hon board a soyuz -- on board a soyuz capsule yesterday. they had to postpone it because of freezing rain and fog at the landing site in kazakhstan.

samsung held an event worthy of a hollywood award ceremony showing off that, the new smartphone. the galaxy s-4 has a 5-inch screen and some functions not seen on other phones. one is called air gesture. it allows you to navigate the phone without touching it. it attracts where the phone user is looking and reacts to that. samsung says this new phone will be available before the end of june. also new m morning, the billionaire, the man who owns the los angeles kings hockey team and the staples center says neither one are no longer for sale. if the deal had long through, as expected -- it was expected to be worth billions of dollars. now the owner says he will resume a more active role in the company. well, san jose police department is getting ready to welcome some new officers. today more than 40 recruits will graduate from the san jose

7:23. a lawsuit filed against a chicago mcdonald's says a child ate a used condom found in the play area. a woman says her son who was 2

carjacking and an attack on police. a man vandalized a cab early this morning at jackson and buchanan. then he stole the cab. later, officers say the same man rammed a police patrol car at jackson and spruce and that's where officers opened fire. the carjacker was not hit. he took off. but police say they caught up with limb at fort mason and took him into custody just over two hours ago. happening now -- alameda county garbage workers are on strike. lorraine blanco is at a waste management facility in oakland where hundreds of workers say the company is violating federal laws. good morning, lorraine. >> reporter: good morning. they say they are frustrated with wages and work conditions. you can see hundreds are still out here right now. they've been on strike since 3:00 a.m. this morning. we are at the 98th avenue location where hundreds of

union workers from the international long shore union are lining the workers. the recycling workers, landfall and clerical workers are striking. waste management says they've been at the bargaining table for a month. they are surprised by this action. >> they have a right to do what they want to do. we have to serve our customers. our point today is to make sure the customers get served. >> this job is dangerous. you have to be careful not to get hurt. they are just fed up. we'll continue to do this until they finally respect us. >> reporter: waste management employees are protesting at several locations this morning. this is a look at the san leandro facility on dave vase street. union workers are protesting at the altamont landfall east of livermore. workers have filed charges against the national labor work. waste management says they

expect some delays but they do expect to be operating. we did just talk to one of the union workers out here -- here -- workers out here. they are gonna go in and talk to manage pleasant at 8:00 this morning. they are gonna go back to work unconditionally if waste management allows them to go back to work at 8:00 this morning. if not, then they expect to be in a lockout. of course, we'll keep you up to date. as soon as we know more information we'll bring it to you. ktvu has learned that concord police are investigating reports of a dog being shot with a bb gun last night and whether it may be connected to other recent incidents. this happened about 7:00 last night at a home on bailey road. claycord.com is also reporting a teenager was seen shooting geese at newhall park that same evening. all of this comes after a bus window was shot out on wednesday night here bailey and clayton roads. police are trying to see

whether these incidents are all connected. ktvu has also learned that a former san francisco lab technician, deborah madden will plead guilty to a drug charge this morning. that plea is expected in federal court. a lawyer for madden says a plea deal has been reached and madden will plead guilty to a misdemeanor charge of simple possession. now, the deal follows two mistrials and hung jurors. debra madden was accused of stealing cocaine from the police lab. as a result, hundreds of drug cases had to be thrown out. 7:33. a 14-year-old boy has been arrested in connection with a pair of bomb threats at a fremont junior high school. the threats were phoned into thornton wednesday and yesterday. police determined the calls were coming from someone on campus. he was charged with making domestic terroristic threats before being reese lee --

released to his parents. and kimball high school and tracy high school both had to be evacuated this week because of bomb threats. police say two teens will face the harshest punishment the law allows. the parents may have to pick up the tab for the police investigation. administrators at san francisco city college say they are prepared to meet the deadline that will determine if california's public university will stay in business. [chanting] >> students and administrators are demanding more input into the process. yesterday, they staged a march to city hall demanding more spending cuts. they want a parcel passed to be used for restoring classes and student services. >> they are using the accreditation process to push through an agenda and the

agenda, includes downsizing the school, dismantling public education and shutting out communities that need us most. >> today, the administrators will outline how they are dealing with all of the deficiencies identified last summer. not all have beenicks fixed but they are -- been fixed but they are hoping they've done enough to upgrade their probation status that will allow them to get state funding. a final decision is expected in june. happening in about 30 minutes, rescuers will be looking for a man who disappeared just days after he suffered a head injury. ktvu channel 2 reporter janine de la vega is live after the the scotts valley fire station where you -- is live at the scotts valley fire station where you just spoke with the man's mother. >> reporter: she says he has a head injury. he's not had his right mind.

she's hoping the search crews who just showed up will be able to find him today. let's go to a youtube video that mathew abraham posted just after his accident. >> brings me a great deal of happiness, i'm gonna be just fine. better than ever, even. and i promise that i will see you guys again. but i want you guys to promise me something, too. >> reporter: abraham is 6 feet tall, weighs 150 pounds, has blond hair and hazel eyes. he fell about 50 to 60 feet off a train tressel while he was biking in henry coe park about a week ago. he fell in sand and said ed suffered head and brain injuries. abraham left the house on sunday. his family thinks he walked off and may be disoriented. his mother said he had a backpack with him inside,

granola, and a flashlight. she's worried about his state of mind. >> he's really fit. he won't realize that he is even in distress necessarily because of his head injuries. he's in an out. >> reporter: santa cruz county sheriff's department is concerned that abraham went back to the area where he was injured to figure out how he got in the accident. his mother said she thinks he has a brown tarp with him in the backpack and he may be largerred down somewhere nearby sort of wearing that brown tarp. rescue crews yesterday focused on the park and the area near his home. back out here drive, you can see again the search crews have started showing up. they are getting ready. it looks like one woman here was mentioning to this gentleman that she was willing to volunteer. we'll have much more on this coming up in the next hour on "mornings on 2." reporting live from scotts

valley, janine de la vega, ktvu channel 2 news. 7:37. tomorrow marks one year since the disappearance of morgan hill teenager sear lamar. investigators say she was kidnapped on her way to school last year. 21-year-old antolin garcia- torres has been charged with abducting and killing lamar even though her body was still not been found. tomorrow lamar's family and friends will hold a balloon release and a fund-raiser in her honor. 7:38. sal's coming back. he will help you get to where you need to go. >> the traffic is moving along relatively well if you are driving onto the east bay freeways. it will be slower on the peninsula freeways. that's just a friend. here in the east bay, things have improved quite a bit at the toll plaza. there was a stall on the bridge. that didn't really affect traffic that much. looking at the san mateo bridge, westbound traffic there

looks good. westbound 92 traffic is moderate out to the peninsula. and this morning's commute is going to be okay if you are driving on the peninsula. by the way, we mentioned that, 101 southbound, and 280 off to a good start and the fog is not as big of an issue as it was on wednesday. now at 7:39. let's go to rosemary. >> yes, that's definitely worth mentioning. it's just a better day out there. we have high clouds that are bringing us a beautiful sunrise. i can see it in the distance. a little bit of sunshine there. official sunrise, 20 minutes ago. it's up and we're looking at at pretty fabulous day. we'll be seeing a cooling trend, more like feeling it. it will be a minor one. satellite and radar, there are the high clouds we showed you, sweeping across the bay area. in the overnight hours we received some clearing we were between two batches of high clouds and with the clear sky we gee gan to cool off.

the -- began to cool off. the clouds came back in the 6:00 hour or so. not too bad. still a chill for some. we'll take a look at those numbers in just a minute. rain stays well to the north. we'll see some rain across washington. we'll remain dry. we have systems that will pass through the pacific most. continue a cooling trend into the weekend but no rain expected at least for the next few days. here's the forecast, the brighter shade of white indicating the fog. maybe a little bit inside the bay. hugging the coastline. this dimmer shade is in the high bay. and then we're looking at nice weather into the afternoon with high clouds. perhaps an afternoon breeze for some. 47 in concord, 49 in fairfield. mid-40s in napa. a bit chilly for some. not too bad. we're a few degrees cooler than yesterday. temperatures continue on the

haven't seen this in a while. u.s. stocks opening lower, threatening to end the dow's winning streak. the spike in gas prices drove up a measure of consumer costs in february by the most in three years. inflation was mostly modest of the taking a live look at the big board, the dow is currently down 38 at 14,501. the nasdaq down 10 and the s&p still about 7 point, 6 points shy of the record high and that's down about 3. it's still too early to tell but some analysts expect a day of profit taking after a day of record-setting closes by the dow. the dow has set records every day for the past eight sessions due in part to the housing

here at fort mason. these are the details from what we know. earlier this morning, that suspect vandalized a taxicab around jackson and buchanan here in san francisco. police sources say the vandalism may have been to the windshield of the taxicab. the cabdriver got out, confronted the suspect, there was some type of confrontation and then the suspect entered the taxi and drove away with it. the police found the taxicab and the driver around jackson and spruce in presidio heights and then we're learning the suspect rammed a police patrol car. the suspect was able to escape until he got here at fort mason where police surrounded the taxi and the stolen car suspect and he was taken into custody. crime scene investigators gathered here ten minutes ago. they are gathering evidence. the taxicab is expected to be

police officers were attacked. a man vandalized a cab hours ago at jackson and buchanan streets and then he stole the cab. later, police officers say the man, that very same man, rammed a police car at jackson and spruce and that's where police officers opened fire. now, the carjacker was not hit. he did take off. but police later captured him at fort mason. they took him into custody just about two hours ago. 8:30. happening now -- rescue teams are about to resume the search for a man who disappeared days after he suffered a head injury. janine de la vega is live at the scotts valley fire station with more on what the man's mother is saying about his disappearance. >> reporter: good morning. i want to tell you what's happening now. you can see there's a team of santa cruz county search and rescue people. they are discussing the various routes they are gonna take.

she doesn't believe that he is again in his right mind. he might be disoriented. search crews looked for him until 1:30 this morning. they used tracking dogs and they picked up the scent here his -- near his dog but the dogs last that scent. abraham posted a youtube video thanking people. you can see these swollen in his case. on the video he talks about how he has trouble reading and writing. als you heard from his mother -- as you heard from his mother, she's hopeful. back out here alive, they haven't started the search. they are talking about the routes they are gonna take. one of the things that the lieutenant told me, they feel like they have one thing in their favor, it wasn't too cold last night. so they feel he's going to be okay and they are hopeful that they will find him. there's a fresh team out here, not the same team searching last night.

so they say that will be helpful for them. janine de la vega, ktvu channel 2 news. >> thank you. tomorrow marks one year since the diseastern of -- disappearance of sierra lamar. investigators say she was kidnapped on her way to school last year, not far -- not far from her home. antolin garcia-torres has been charged with abducts and killing lamar even though her body has still not been found. tomorrow family and friends plan to hold a balloon release and fund-raiser in her honor. workers from waste management are on strike in alameda county. lorraine blanco is in oakland with more on who was out there pickets and how garbage pickup could be arraigned. >> reporter: hundreds of employees were out in three different locations including here in oakland. you can see right now they are back inside. they decided to go back to work. let's take a look at some of that video we shot just a few

minutes ago. these are clerical workers going back in the side door of waste management at the 98th avenue location. a few minutes before that, garbage truck drivers, they took off, many about an hour late. the waste management employees say they are frustrated with wages and work conditions. the protesters started their strike at 3:00 a.m. in the morning. hundreds of un young workers from the international long shore -- hundred of young workers from the international longshoremen's union were out here. i'm here with fred becker from ilwu and why did you guys decide to go back to work? >> this was planned as a limited duration strike. it was planned we would be out for a short period of time and would go back and let the company know how upset that we

are about the unfair labor practices, violations of the federal law that the company has committed. and fee filed complains on. >> reporter: when they did go on a little bit past 8:00, we noticed they went in the side door. what was going on there? >> that's the normal entrance to the building. we were going to the building, which was the lobby, we had a letter to present to management. just stating that we were returning to work and that we were returning to our regular positions for our regular shifts to finish out the day. >> reporter: do you feel like it was successful? it was only five hours long. >> yes. i believe it was very successful. we appreciate the support we got from our workers and other members of the community and we -- we were planning on it being a limited duration to begin with. so it's what we planned to do

and hopefully we can proceed in the mapper where we don't -- manner where we don't have to bring charges against the company in the future. >> reporter: thank you. i did talk with waste management and he told me he's happy to accept the workers back into their shifts today unconditionably at this point. he told me that garbage services will be affected about an hour today because a lot of those garbage truck drivers started their shifts about an hour late. if you expect your garbage will be picked up at -- will be picked up. you might want to wait a few more hours. otherwise, service should be normal. lorraine blanco, ktvu channel 2 news. >> thank you, lorraine. later this month, muni will be cutting back service. a dozen lines will be reduced during commute hours between march 25th and march 29th. muni anticipates fewer riders because of spring break for the san francisco school district

>> there are some slow traffic spots out there. for the most part, i would say we've had a good commute. let's start off with 237. we have some slow traffic as you drive towards zanker road. it does get better over that for the trip over 101 and the bayshore freeway. if you are in fremont and hayward, this is really a nice commute heading south and the traffic time hasn't really increased at all. usually it's double this from 238 to mowry today, 16 minutes. that's not bad at all. when you get to the bay bridge toll plaza, it's light. westbound bay bridge coming into san francisco. i believe we have a picture of that. yeah, there it is. no problems getting into the city. let's go to rosemary. >> we have a nice forecast. bird's-eye view over concord. high clouds continue over the bay area. we actually had some clearing in the overnight hours. so many of us begin to slip. our temperatures started to cool off bur the clouds came

house. no word yet on how the fire began. developing news we've been following all morning. the chase of a carjacked taxicab that rammed a police car. brian flores has been getting all of the details and joins us live in fort mason. what do you know now? >> reporter: we're live at fort mason. investigators have been here since about 5:00 this morning. we're near bay and octavia near the marina district here. but the good news in all of this, this taxicab involved in the chase, the officer-involved shooting. the suspected person that allegedly took this taxicab he was later taken into custody this morning. here are the new details. at about 4:30, the suspect who is only identified at this point as a 25-year-old man was able to stop a taxicab driver at jackson and bu nan con.

police say the suspect jumped on the hood of the taxicab and continued jumping with the impact shattering the front windshield. the driver of the taxicab then got out, confronted the suspect. but then the suspect was able to get in the driver's seat and steal a taxicab. san francisco police were able to get the stolen taxicab around jackson and spruce. the suspected cab thief then made a u-turn and then clipped two sfpd patrol cars. one of the officers got out of the car fearing for her -- for their lives and then fired shots at the suspect. the suspects began jumping up and down the -- up and down the hood of the vehicle and then shattered the windshield. the driver feared for his safety and life, fled the cab. the suspect then took the cab and fled the area. >> reporter: officers were then able to locate the taxicab abandoned somewhere near

octavia and bay. they later found the suspect about a half-hour later. this is where officers and investigators placed the cab after the chase and then after the officer-involved shooting, and we understand that a tow truck will be out here to take the cab. the suspect faces charges, including vandalism, carjacking and assaulting a police officer. brian flores, ktvu channel 2 news. 8:48. new reports that bay area police are concerned they are being, targeted by thieves. the san francisco "chronicle" reports police are on high alert after someone stole a semi-automatic rifle from an unmarked san francisco police car last month. burglars have robbed the homes of police officers in richmond and in brentwood. one officer says criminals may be looking for buns and realize police will probably have them in their homes.

the growing tensions between lake county supervisors and sheriff frank rivero could boil over next week. two supervisors are calling on board members to issue a formal vote of no confidence at the meeting on tuesday. the board may also ask for the sheriff's resignation. the supervisors cite the district attorney's finding that the sheriff lied during a 2008 shooting investigation. we're following new details about a san jose biker whose body was found in the santa cruz mountains last fall. the body of 32-year-old air ring dean garcia was found by a hiker -- eric dean garcia was found by a hiker. authorities are asking for help for new leads. they say he was a member of the mongols motorcycle club and may have been with members of another gang the day he disappeared. if you have any information on this case, you are asked to call the santa cruz county sheriff's office. 8:49. the woman accused of kicking a toddler at a san francisco playground, she will be back in

court next week. that's after a bizarre outburst in the courthouse yesterday. >> this is [bleep] this is so ridiculous! >> 24-year-old sabryna bell was supposed to be arraigned on felony assault and child endangerment charges. as her case was being called, you heard her yelling from her holding cell. prosecutors say bell tick kick a toddler on -- bell kicked a toddler in golden gate park. the little girl hit her head on the ground. she's not seriously hurt. police have investigating -- police are investigating a dog being shot by a bb gun. a teenager was seen shooting geese at newhall park that same evening. this comes after a bus window was shot out nearly and clayton roads by an unknown object.

police want to know if all of these incidents are related. president obama is returning to the bay area next month. the white house says the president will travel to northern california on april 3rd and 4th for fund-raiserser for democratic congress am candidates. the -- congressional candidates. the president will campaign to try to regain control of the house in the 2014 mid-term election. a new report reveals state furloughs designed to save money will not save as much as believed. the furloughs were intended to save $5 billion between february of 2009 and july of this year. many state workers are taking less vacation because of the mandated furloughs. budget advisers calculate california will still save more money in the long run. the state will pay $1 billion more than originally planned when state workers leave their jobs and get paid for unused vacation time.

8:51. the budget battle goes on today at washington, d.c. but there's new optimism. the president will be able to reach a deal with republicans. republicans are telling the president he needs to tone down his political attacks and get democrats to support controversial changes in medicare if he wants a compromise. the democrats have pushed a budget that calls for about $1 trillion in new tax revenue over a decade. it's expected to go to the senate next week. an immigration bill in the senate could drastically limit the number of family visas. this is part of an immigration deal that is a -- that a bipartisan -- that a bipartisan group of senators is working on. the bill would make it harder for citizens to come here and make it easier for more high- skilled foreign workers to do so. right now about 65% of illegal immigrants are allowed in the u.s. for family reasons. an out-of-control car nearly smashes into a baseball

two workers were seriously injured while setting up for a music festival in miami. the fire department says a

large l.e.d. screen collapsed and fell on top of the two men. both are being treated for life- threatening injuries. the victims were setting up for what's being billed as the world's largest electronic music festival. the event is scheduled to kick off as scheduled today. a church in marin will need repairs after a car crashed into it last night, almost hitting members of a bible study group. the sleepy hollow presbyterian church on terry road was damaged. that car knocked down a support beam for an overhang. luckily, no one was hurt. the chp is investigating. san francisco police say cell phone thieves are getting more sophisticated. they have the surveillance video to prove it. this was taken on the 33 bus in the castro district last month. it shows a man in a white shirt grabbing a woman's phone while the second suspect holds the door open. they say the third suspect follows the victim, possibly to keep any good samaritans from
